Executive Level Partnering Committee

The Executive Level Partnering Committee was formed as a means of addressing policy issues at the highest, or Executive, level of NYSDOT, NYSTA and AGC. The committee seeks specifications that are intended to fairly allocate risk, resulting in a balanced contractual approach to risk sharing. 

 

According to the NYSDOT Specifications book, “Partnering is defined as those actions taken to include all parties with an appropriate and vested interest in a transportation project in the management of the project such that the project is completed in the most efficient, timely, safe, and cost effective manner for the mutual benefit of all concerned. Those actions include, but are not limited to, communication, organization establishing goals, continuous improvement, problem identification, conflict resolution and managing change.”

 

The Executive Level Partnering Steering Committee is composed primarily of members of the AGC Executive Committee of the Board of Directors, plus the chairman of the Specifications Committee.

 

This group meets approximately four times a year with executive managers of NYSDOT, NYS Thruway Authority, including the Chief Engineer and Division Directors. 

 

This committee tackles issues of the highest priority to the industry and actively oversees the workings of most other AGC committees. Issues that have reached deadlock in one of the technical committees can be elevated to the ELP steering committee.  Issues that have been resolved in principle by the steering committee can be returned to the technical committee for details to be worked out.

 

Important committees under the oversight of the ELP steering committee include, Section 100, Safety, Pavement, Affirmative Action, Specifications and Emerging Technologies, among others.

  

In addition to meeting with NYSDOT, the steering committee also meets with the Office of State Comptroller and the NYSDEC.
